Quick answer. Minimum order quantities and prices differ between quotations mostly because the scope behind them differs: what is being made (extract strength and ratio basis, shell, carrier), at what batch size and count, in which packaging, with which testing and documents, and on which delivery terms. A unit price without scope is not a price, and a minimum quantity without scope is not a commitment — which is also why no published figure can answer for your project. The cost map below shows the variables a quotation must settle, and the RFQ template at the end makes your next three quotations comparable on identical fields.

Nothing in this guide quotes amounts — amounts are the output of a scoped quotation, and the variables that produce them are what a buyer can actually control and compare.

Ingredient and Shell Choices

The extract specification is the first cost lever. A ratio-based botanical extract is priced on its own material market, and the ratio basis (what the ratio is relative to), the declared strength and the identity documentation behind it all move the raw-material line. The shell is a second lever: gelatin and alternative shell systems differ in material cost and in process behavior, and the carrier oil and excipients that complete the fill add their own lines. None of these choices has a universal price — the comparable question is which specification each quotation is priced against. Two quotations that look like the same product but are priced on different extract specifications are not competitors; they are different products.

This is also where a buyer’s comparisons get honest: fix the specification first, then ask for the quotation against it. A supplier quoting against a thinner specification can always appear cheaper, which is why the specification — identity, purity, strength, composition and contaminant limits under the US framework — belongs at the top of the RFQ, not in the appendix.

Batch Size, Count and Packaging

Batch size drives run efficiency: changeovers, cleaning and setup are spread over the batch, which is the structural reason a supplier quotes minimum quantities at all. Count per pack then drives the packaging side — container or pouch, closure, label, carton, inserts — and packaging components can carry their own minimum order quantities, separate from the softgel production minimum. Count also affects label sizes, filling time per unit, and the shipping profile of the finished goods. Two quotations for the same softgel can differ materially on packaging alone.

A defined pack format makes quotations comparable from the first round. MINGYAN’s public specification for its Ceylon cinnamon extract softgels, for example, states a 120-count pouch format — a single fixed field that any quotation must price against, alongside the formula and count. custom cinnamon softgel quotation specifications

Testing, Sampling and Artwork Costs

Before the first commercial batch, a private label project carries pre-production items: sampling or pilot batches, testing that establishes the methods and the stability design behind the shelf-life claim, and artwork — where label design must accommodate the mandatory content, not just the brand. In the US, that content includes five statement groups (identity statement, net quantity, nutrition labeling, the ingredient list, and name and place of business), so label layout is a compliance input to the artwork cost, not an afterthought. U.S. Food and Drug Administration, Dietary Supplement Labeling Guide, Chapter I — fda.gov

These pre-production items are typically one-time or per-revision, while per-batch quality testing, materials, production, packaging and freight recur with each order. The allocation differs between suppliers — some bundle development into the unit price, some itemize it — so the allocation itself is one of the fields to confirm in each quotation. What a buyer should avoid is discovering a one-time family after the first invoice: the cost map below exists so the two families are visible before the purchase order.

Cost map: what moves a private label softgel quotation

A structural map, not a price list — the “one-time or recurring” column shows the typical allocation; every supplier’s actual allocation is confirmed in their quotation

Cost item

What drives it

One-time or recurring

What the quotation must state

Raw materials (extract, carrier, shell, excipients)

Extract ratio basis and strength; shell system; carrier choice

Recurring

Price basis and specification it is priced against; validity period

Batch production

Batch size; count per pack; process time

Recurring

Minimum quantity tier; price breaks; the batch size the price assumes

Packaging components

Pack format (bottle/pouch); label; carton; inserts

Recurring, with possible separate minimums

Packaging minimums; per-unit pack cost; who supplies the components

Pre-production testing & stability

Method validation; stability design behind the shelf-life claim

Typically one-time per project

Scope of the study; who owns the resulting data

Sampling

Pilot or first-article batches; revisions

Typically one-time per revision

Sample cost rules; whether sample cost is credited against an order

Artwork & labeling

Label design fitting mandatory content (five US statement groups); print quantities

Typically one-time per SKU

Who supplies dielines and artwork; approval rounds included

Freight & delivery terms

Volume; destination; term basis

Recurring per order

Term basis; what is included; insurance responsibility

Read the last column as the quotation’s completeness test: a quotation that answers all seven rows can be compared line-for-line with another one, while a quotation that answers three cannot be compared with anything — including its own revision next month.

A Complete RFQ Template

An RFQ is complete when the supplier does not have to assume anything that later becomes a change order. The fields that do that: the target market (it sets the labeling regime); the extract specification — species, plant part, ratio and its basis; dosage form, count per pack and packaging format; your volumes, both per order and annual; label status — your artwork or theirs; the documents you expect to receive (specification, batch certificates of analysis, batch production record, certificates); and the destination with preferred delivery terms.

Send the same template to every candidate and the quotations come back comparable — scope first, then amounts. If you want that structure applied to a cinnamon softgel project, you can discuss your custom supplement project against the template above, with each field answered explicitly rather than priced on assumption.

Frequently Asked Questions

Why do MOQs differ between quotations?

Because the scope behind each quotation differs. Batch size affects run efficiency; packaging components can carry their own minimums separate from production; a more concentrated extract or a specialty shell changes the material picture; and a supplier may quote a lower minimum against a narrower scope — fewer tests, fewer documents, simpler packaging. That is why a minimum order quantity cannot be compared across quotations before the scope is identical, and why a lower MOQ is not automatically the cheaper project.

Which costs are one-time vs recurring?

The cost items of a private label project split into two families. Typically one-time or per-revision: pre-production work such as method validation and stability study design, sampling and pilot batches, and artwork and label development. Typically recurring: raw materials, batch production, per-batch quality testing, packaging components, and freight per order. The split matters because a first order carries both families at once, while a repeat order mostly carries the recurring family — and every supplier structures the boundary differently, so the allocation is one of the things to confirm in each quotation rather than assume.

How do count and packaging affect the quote?

Count per pack and packaging format decide the packaging components that must be sourced — container or pouch, closure, label, carton, inserts — and those components can carry their own minimum order quantities, separate from the softgel production minimum. Count also affects label sizes, filling time per unit, and the shipping profile of the finished goods. Two quotations for the same softgel can differ materially on packaging alone, which is why pack format and count belong in the RFQ, not after the first price.

What information makes an RFQ complete?

Enough scope that the supplier does not have to assume: the target market (it sets the labeling regime); the extract specification — species, plant part, ratio and its basis; dosage form, count per pack and packaging format; your volumes, both per order and annual; the label status — your artwork or theirs; the documents you expect to receive; and the destination plus preferred delivery terms. A complete RFQ gets comparable quotations back; an incomplete one gets prices with quiet assumptions priced in, which surface later as change orders.

From Checklist to Scoped Quote

The fastest route to a comparable quotation is a complete RFQ: quantity, formula scope, pack count, target market and expected documents, sent identically to every candidate. Send your quantity, formula, pack count and target market for a scoped quote.
